This beautifully painted vintage elephant figurine is from Orissa (now Odisha), Eastern India. Toys, puppets, and dolls are an essential part of growing up in Odisha and are often vividly painted in garish colours. The better quality pieces like this are painted onto cloth laminated on wood. 

A similar example can be found in the Kala Bhoomi Odisha Crafts Museum in Bhubaneswar.
